Heaven Artist is a title given to artists who have passed the Tokyo Metropolitan Government’s screening of musical and other performance virtuosos and have thereby been issued a street artist license. The Tokyo Metropolitan Government will open designated parks and other public places to licensed artists and provide an opportunity for the people of Tokyo and visitors to the city alike to become acquainted with the culture of the city through musical recitals and performances. To raise the public profile of “Heaven Artists” an event was held. Around 150 artists, including those who had just passed the screening, took part in the three-day “Heaven Artist Tokyo” event, where they showcased musical acts and other performances in various areas throughout Ueno Park. “Heaven Artist in Shibuya” was held in collaboration with a mochi-tsuki (rice cake pounding) festival organised by a local shop owners association along the pedestrian shopping street of Dogenzaka in Shibuya. “Heaven Artist in Hibiya” was held in collaboration with a theatre festival in the area around Midtown Hibiya.
