It was launched in 2015 as one of the Tokyo Metropolitan Government’s leading projects in its cultural programme. In “the TURN Interactive Programme,” artists make repeated visits to social welfare facilities and communities of people requiring social support, interacting with members and participating in cooperative activities. In “TURN LAND,” settings for the day-to-day implementation of TURN's activities are created in local communities. With these two programmes as a foundation, the significance of TURN has been widely disseminated through these programmes “TURN Meeting,” where authorised personnel and guests are invited to put their heads together to think about the possibilities of TURN, and “TURN FES,” a festival that introduces the activities of the TURN Interactive Programme and TURN LAND through exhibitions and workshops. By facilitating online remote interactions and video streaming from 2020, TURN initiatives were able to be carried out without interruption despite COVID-19.
