Traffic Safety

 We advance measures for traffic safety in Tokyo, such as various campaigns to raise public awareness, comprehensive measures for bicycle safety, and provisions on traffic measures utilizing ITS, etc.

※ ITS (Intelligent Transport Systems): Systems aiming to reduce traffic accidents and congestion through the exchange of information
among people, roads, and vehicles utilizing the most advanced information and communication technologies.

1 Comprehensive coordination of traffic safety measures

 We promote, in accordance with the Tokyo Traffic Safety Plan, various traffic safety measures to make Tokyo a safe, secure and traffic accident-free city.

2 Raise public awareness on traffic safety 

 In cooperation with related organizations, we conduct various traffic safety campaigns as well as hands-on traffic safety lessons for children, elderly people and others.
Also, as the proportion of traffic accidents caused by elderly drivers is increasing, we are working to let the public know about the system of voluntary return of driver’s licenses and issuance of the driving history certificates.

 ※ We lend the traffic safety video for foreigners in order to assist them to learn and comply with the traffic rules and improve their
manners.
※ Leaflets (Japanese and English) are distributed on the occasion of the Nationwide Traffic Safety Campaign and other campaigns.

3 Promote comprehensive measures for bicycle safety

 Society as a whole will promote the safe and proper use of bicycles based on the Tokyo Metropolitan Ordinance on the Promotion of Safe and Appropriate Use of Bicycles, which clarifies rules to be followed by bicycle users and the roles of the actors such as government, businesses and families.

 ※ We have created and distributed a "bicycle safety leaflet" in Japanese and English that describes how to ride a bicycle safely. Chinese
(simplified and traditional) and Korean versions are also posted on the website.

(1)Promoting safe use of bicycles 

 We conduct activities including a Tokyo bicycle safety use campaign, traffic safety class using a bicycle simulator, Tokyo bicycle safety use seminar, public awareness activities to promote the use of helmets.
Also, in collaboration with the private sector, we distribute check sheets that summarize traffic rules and other such information at bicycle shops to raise public awareness, and give support to “businesses promoting the safe use of bicycles” who have selected staff to promote bicycle safety in ways including regular provision of information and introduction of trainers.

(2)Promoting measures against illegally parked or abandoned bicycles

 In order to have the problem of illegally parked and abandoned bicycles brought more widely to the attention of the Tokyo citizens, we conduct a cleanup campaign for such bicycles around train stations in cooperation with the municipalities of Tokyo and related organizations.
In addition, we conduct surveys annually on the number of illegally parked bicycles and available parking spaces as well as the status of removed, returned and disposed bicycles around the stations.

4 Transportation measures utilizing ITS, etc.

(1) Intensive traffic congestion measures using ITS, etc.

 With the cooperation of agencies such as the Metropolitan Police Department and Tokyo National Highway Office, instantaneous traffic congestion measures adopting advanced ITS technology such as utilization of probe data (driving data obtained from car navigation system and other systems) will be implemented throughout Tokyo on existing roads.

(2) Provision of information to drivers in earthquakes and other emergencies

 In order to ensure the safety of drivers and others, and the smooth passage of emergency vehicles in emergencies such as an earthquake, we effectively provide drivers with road traffic information "Road Traffic Information Now !! Disaster Information Service(road closure and congestion information)" combined with fire information obtained by the Tokyo Metropolitan Government through the Disaster Information Service of the Japan Road Traffic Information Center.
